Transição energética e ecológica em países do sul (Coursera)

Este MOOC encontra-se na confluência do desenvolvimento dos países do Sul e do desenvolvimento sustentável. Tem uma dimensão macroeconómica e financeira, trazida em particular por Gael Giraud e Alain Grandjean como intervenientes, uma dimensão ecológica e climática trazida em particular por David Claessen e pelos intervenientes da ENS, e uma dimensão de foco nos países do Sul, particularmente pelos intervenientes da AFD.

Eis os objetivos de aprendizagem para a totalidade da formação
Obj 1: Conseguir estabelecer a relação entre a transição energética, a transição ecológica, o papel da energia na economia, o modelo de desenvolvimento económico e as questões de financiamento
Obj 2: Saber defender e argumentar, quanto aos desafios, a necessidade de mudar a realidade para pôr em prática estratégias e planos de ação
Obj 3: Saber estabelecer a relação entre a transição energética e as soluções de financiamento, saber estabelecer a relação entre compreensão e ações
Ninguém contesta a necessidade imperativa de assegurar um desenvolvimento assente no bem-estar e numa distribuição equitativa da riqueza para todos.

Bem-vindo !

WEEK 2
Semana 1 : A insustentabilidade ecológica do nosso modelo de desenvolvimento
O diagnóstico do nosso modelo de desenvolvimento atual é pouco atraente: não luta ou luta de forma pouco eficaz contra as desigualdades. Pior, está a agravá-las, ao mesmo tempo que degradam o nosso planeta. Apenas as transições energéticas e ecológicas podem conciliar o crescimento económico e o cumprimento da agenda social dos Estados, tanto no Norte como no Sul.

WEEK 3
Semana 2 : Os modelos económicos dominantes impedem a transição energética e ecológica
O primeiro passo para superar o fundamentalismo do mercado é aceitar novos indicadores que complementem o PIB. Estes últimos vão além do mero aspeto monetário do bem-estar e têm em conta, não só as externalidades positivas geradas pelos setores sociais, mas também as externalidades negativas ambientais associadas às atividades humanas. Assim, pararemos de medir o crescimento fictício e seremos capazes de promover políticas públicas sustentáveis. Paralelamente, o sucesso destas políticas depende da capacidade dos atores de estabelecerem a sua estratégia a longo prazo. Mas, sem uma regulamentação mais rigorosa da esfera financeira, os países do Sul não terão capacidade orçamental para financiar grandes projetos de transição.

WEEK 4
Semana 3: A trajetória da transição energética, descarbonizar o PIB!
A contabilidade de carbono pretende reconciliar o horizonte temporal das nossas ações com os desafios da transição energética. Limita os comportamentos a curto prazo através da encriptação das externalidades das atividades sectoriais e legitima o desenvolvimento de uma regulamentação punitiva. Facilita as estratégias de cooperação, possibilitando as comparações internacionais e assegurando a transparência das negociações. Em suma, permite estabelecer diagnósticos por país, identificar os projetos de contabilidade climática e redirecionar os investimentos para os ativos verdes.

WEEK 5
Semana 4: O modelo de uma transição ecológica para uma nova prosperidade
As atividades humanas estão prestes a gerar uma sexta extinção dos seres vivos! Porém, a biodiversidade; diversidade da fauna e da flora marinhas e terrestres; contribui para a resiliência dos nossos ecossistemas perante as mudanças climáticas. A sua preservação é imperativa porque nos prestam serviços indispensáveis à nossa vida quotidiana: o aprovisionamento de recursos naturais e o fornecimento de bem-estar cultural.

WEEK 6
Semana 5: A governação da transição energética e ecológica
A COP21 enfatiza a importância das cidades como parte interessada nas transições. Estão perto dos atores do território que concentram 70% do consumo de energia. Além disso, em 2030, os habitantes do Sul representarão 70% da população mundial. Portanto, o desafio é promover uma abordagem transversal articulando o papel dos Estados, das cidades e dos bancos de desenvolvimento regionais e internacionais. Desta forma, poderemos garantir o financiamento de uma urbanização compacta planeada, eficiente em termos de recursos e com baixas emissões.

WEEK 7
Semana 6: O financiamento da transição energética e ecológica
O Relatório Stern, publicado em 2006, diz-nos que, ao financiar as transições (1% do PIB mundial), poupamos! O que será verdadeiramente dispendioso é a nossa passividade, porque teremos de mobilizar mais de 20% do PIB mundial para fazer face às alterações climáticas.
