Mutations territoriales : 6 séances pour comprendre et agir (FUN)

Dans le processus encore inachevé de la décentralisation, les recompositions institutionnelles s’inscrivent dans un contexte plus large de mutations multiples : écologiques, démocratiques, sociétales, financières. Les situations sont complexes, parfois paradoxales, c’est pourquoi le CNFPT vous propose un dispositif original : vous ne trouverez pas dans cette formation un cours figé, ni doctrine, ni vision lisse et uniforme du paysage mais des points de vue variés d’experts, de directeurs généraux, de directeurs opérationnels qui nourriront votre réflexion, vous donneront des points de repère et vous permettront de développer votre pouvoir d’agir.

Co-construit avec des cadres de collectivités et le CNFPT, cette formation a deux dimensions : une dimension transmissive avec des apports et une dimension collaborative avec des activités pratiques.

Plan du cours

Séance 1 : Identifier les mutations et leurs impacts sur le territoire
Séance 2 : Identifier les enjeux stratégiques pour sa collectivité
Séance 3 : Analyser les coopérations entre collectivités et s’approprier les outils
Séance 4 : Evaluer les impacts des mutations sur le travail en collectivité
Séance 5 : Construire et mener des projets dans des organisations transformées
Séance 6 : Mobiliser les leviers de renouvellement de l’action publique locale

Prérequis
Connaissance des grands principes de fonctionnement des collectivités territoriales.
Ce cours s’adresse à l’ensemble des agents territoriaux qui veulent actualiser leurs connaissances et avoir des pistes d’action sur les mutations territoriales en cours. Dans cette perspective, les élus locaux pourront y trouver des ressources utiles pour l’exercice de leur fonction.
Il intéressera également tous ceux qui préparent des concours de la fonction publique. Les étudiants en droit, sciences politiques, en administration économique et sociale… pourront y trouver des compléments utiles à leurs cours à l’Université.
Enfin, tout citoyen s’intéressant à l’action publique locale peut le suivre avec intérêt.
