Il corso è una introduzione ai temi principali del diritto amministrativo ed è rivolto a studenti, studiosi, dipendenti pubblici e a tutti coloro che hanno interesse a conoscere come funziona la pubblica amministrazione, quali sono i caratteri della giustizia amministrativa, come si è evoluta nel tempo la materia.

Il corso spiega perché lo studio del diritto amministrativo non possa prescindere dall'analisi dei profili economici, dalla considerazione dei rapporti con altri ordinamenti, dalla conoscenza della storia. Le dieci lezioni sono rispettivamente dedicate all'oggetto e al metodo di studio del diritto amministrativo, all'evoluzione della giustizia amministrativa, ai riflessi della globalizzazione, agli effetti della crisi economica, ai rapporti tra pubblico e privato, alla storia amministrativa italiana, al sistema amministrativo alla luce dell'opera di Giannini, al percorso delle riforme, ai principali temi di studio, alle prospettive future. Tale articolazione si ispira alla struttura del volume Diritto amministrativo: una conversazione (Cassese-Torchia, 2014), riprendendone il più generale fine di «fornire al lettore curioso, e non necessariamente specialista della materia, gli elementi per comprendere l'andamento, la direzione, il ciclo di una parte importante degli ordinamenti contemporanei»
