En este MOOC los participantes comprenderán cual es el rol que tenemos los ciudadanos en general frente a situaciones de emergencia y desastre, iniciando por conocer los acontecimientos históricos que llevaron al desarrollo de las normativas internacionales, pasando también por algunas entidades gubernamentales que brindan ayuda humanitaria y culminando el curso con él la importancia de la coordinación internacional en situaciones de emergencia y desastres.

What you'll learn
Comprender el rol del ciudadano en situaciones de emergencia y desastre, a través del conocimiento de los avances de las estructuras de los sistemas nacionales de atención, el reglamento sanitario internacional y el derecho internacional humanitario para la responder de forma adecuada en situaciones de emergencia y desastres.
Relacionar los avances de las estructuras de los sistemas nacionales de atención en situaciones de emergencia y desastre a través de un recuento histórico de los principales desastres en Latinoamérica, destacando la importancia de los Determinantes Sociales de la Salud (DSS) y los Objetivos del Desarrollo Sostenible (ODS) en la definición de las vulnerabilidades de la comunidad.
Conocer los mecanismos de protección que tienen los profesionales que realizan ayuda humanitaria, por medio del Derecho internacional humanitario (DIH) y la misión médica (MM) en situaciones de emergencia y desastre
Reconocer la coordinación de los organismos internacionales, en el manejo de emergencias en salud pública de interés internacional (ESPII), en la aplicación del Reglamento Sanitario Internacional (RSI-2005) y el uso de simulaciones y simulacros para validar la utilidad de los planes de contingencia en la preparación de la respuesta ante situaciones de emergencia y desastre.

Syllabus

Modulo 1: Desastres en Latinoamérica y conformación de los sistemas nacionales de atención a desastres, impacto en el bienestar de la población.
Unidad 1: Recuento histórico de las amenazas que se volvieron desastres.
Unidad 2: Determinación de la vulnerabilidad en las poblaciones, Determinantes Sociales de la Salud y Objetivos de Desarrollo Sostenible.
Modulo 2: El Derecho Internacional Humanitario en la protección de la ayuda humanitaria.
Unidad 1: DIH y Misión Médica como herramientas de protección a la ayuda humanitaria
Modulo 3: Reglamento Sanitario Internacional como herramienta de coordinación para la respuesta ante emergencias en Salud Pública.
Unidad 1: La historia del Reglamento Sanitario Internacional en el control de la propagación internacional de enfermedades.
Unidad 2: Simulaciones y Simulacros como ejercicios de validación de planes de contingencia.
