Tobias (Murto) Wickens

Mr. Murto (Tobias) Wickens is a senior economist in the Government Finance Division of the IMF’s Statistics Department, where he has been working since 1996. Previously, he worked at the South African Ministry of Finance for 10 years, where he was responsible for the overall budget numbers, the Budget Review, and fiscal analyses. He has been involved in several projects assisting country officials around the world to compile and improve government finance statistics (GFS) and public sector debt statistics (PSDS), as well as teaching GFS and PSDS methodology. Mr. Wickens is the primary author of the Public Sector Debt Statistics: Guide for Compilers and Users and drafted several chapters and appendices of the Government Finance Statistics Manual 2014 as well as other methodological notes in the area of GFS and PSDS.
