La Formation virtuelle pour une meilleure gestion des recettes fiscales (en anglais, Virtual Training to Advance Revenue Administration, ou VITARA) est le résultat d’une initiative conjointe entreprise par quatre organisations internationales : le Centre interaméricain des administrations fiscales (CIAT), l’Organisation intra-européenne des administrations fiscales (IOTA), le Fonds monétaire international (FMI) et l’Organisation de coopération et de développement économiques (OCDE). Elle a été lancée en 2020 dans le but de créer un programme de formation en ligne abordable, à la carte, accessible partout dans le monde et très efficace sur les questions liées à la gestion des recettes fiscales. VITARA vient compléter les efforts que déploient les quatre organisations dans le domaine du renforcement des capacités et de la formation.
Ce module est un module d’introduction, qui fournit des informations de base sur les concepts relatifs au management stratégique d’une administration fiscale. Il présente aussi les différents plans qu’élaborent les administrations fiscales dans le cadre de leur stratégie et de sa mise en œuvre. Des explications sont également fournies sur le contenu, les échéances, les ressources et les tâches nécessaires à l’élaboration d’un plan, ainsi que sur les différentes phases de la planification.
Ce module met par ailleurs en évidence les difficultés et les risques auxquels doivent couramment faire face les dirigeants d’une administration fiscale, les erreurs fréquemment commises et les bonnes pratiques internationales à appliquer dans le management stratégique d’une administration fiscale.
